Desde 2017, o Programa REDD Early Movers (REM MT) atua em Mato Grosso fortalecendo quem protege as nossas florestas. Criado ap\u00f3s o Estado alcan\u00e7ar uma redu\u00e7\u00e3o hist\u00f3rica de 90% no desmatamento ilegal ao longo de uma d\u00e9cada, o programa apoia agricultores familiares, comunidades tradicionais, produtores rurais sustent\u00e1veis e povos ind\u00edgenas. Al\u00e9m disso, o REM MT fomenta iniciativas de agricultura de baixo carbono, promovendo o desenvolvimento sustent\u00e1vel e combatendo diretamente as emiss\u00f5es globais de CO\u2082.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

Financiado pelos governos da Alemanha<\/a> e do Reino Unido<\/a>, o programa investiu R$ 247 milh\u00f5es em sua primeira fase (2018 a 2024), atuando em quatro frentes estrat\u00e9gicas: Agricultura Familiar e de Povos e Comunidades Tradicionais (AFPCT)<\/a>, Territ\u00f3rios Ind\u00edgenas (TI)<\/a>, Produ\u00e7\u00e3o Sustent\u00e1vel (PS)<\/a> e Fortalecimento Institucional e Pol\u00edticas P\u00fablicas Estruturantes (FIPPE)<\/a>.<\/p>\n

Na fase I do Programa REM MT, foram apoiados 155 projetos, beneficiando 131 organiza\u00e7\u00f5es sociais, entre elas, 104 associa\u00e7\u00f5es ou cooperativas. Os projetos abrangem os tr\u00eas biomas de Mato Grosso: Amaz\u00f4nia, Cerrado e Pantanal. <\/span><\/p>\n

Dentre os resultados alcan\u00e7ados pelo programa, se destacam as mais de 500 aldeias atendidas, onde vivem 43 povos ind\u00edgenas, os 108 munic\u00edpios mato-grossenses beneficiados, as mais de 44 mil pessoas atendidas e os 160 mil hectares de desmatamento evitados em Mato Grosso por meio da atua\u00e7\u00e3o do REM MT, nos anos de 2021 e 2022. <\/span><\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

38 million reais were invested in modernizing actions to combat illegal deforestation and integrating inspection institutions. As a result, there was a 185% increase in the number of flagrant incidents and a 400% increase in the total number of environmental fines. Furthermore, the trial time for imposing fines fell from four to two years, between June 2019 and June 2023.<\/p>\n

The REM MT Program begins Phase 2 in the second half of 2024, with the German and UK governments guaranteeing continued investment in the state's environmental preservation. For this new phase, the UK government has invested over \u00a315 million (R$91 million) and the German government an additional \u20ac15 million (R$80 million).<\/p>\n

O Programa REM MT \u00e9 um exemplo pr\u00e1tico do mecanismo de REDD+ (Redu\u00e7\u00e3o de Emiss\u00f5es provenientes de Desmatamento e Degrada\u00e7\u00e3o florestal), um conceito consolidado em f\u00f3runs internacionais como a COP 13 e o Acordo de Paris para recompensar financeiramente os esfor\u00e7os de pa\u00edses e estados para evitar o desmatamento e reduzir emiss\u00f5es de gases de efeito estufa.<\/p>\n

O gr\u00e1fico abaixo ilustra exatamente essa redu\u00e7\u00e3o hist\u00f3rica de Mato Grosso.<\/b> Ele mostra que, em apenas dez anos, o estado reduziu sua \u00e1rea desmatada de expressivos 11.814 km\u00b2 (em 2004) para 1.048 km\u00b2 (em 2014). Essa dr\u00e1stica queda evitou o lan\u00e7amento de 1,9 bilh\u00e3o de toneladas de CO\u2082 na atmosfera.<\/b><\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

Lan\u00e7ada na COP21 em Paris (2015), a Estrat\u00e9gia Produzir, Conservar e Incluir (PCI)<\/b><\/a> foi o grande diferencial que colocou Mato Grosso no centro do financiamento clim\u00e1tico global. A PCI demonstrou ao mundo que o estado n\u00e3o tinha apenas hist\u00f3rico de combate ao desmatamento, mas tamb\u00e9m um plano estruturado para conciliar produ\u00e7\u00e3o agropecu\u00e1ria eficiente com rigorosa preserva\u00e7\u00e3o ambiental.<\/p>\n

A PCI \u00e9 uma estrat\u00e9gia intersetorial que visa a expans\u00e3o e aumento da efici\u00eancia da produ\u00e7\u00e3o agropecu\u00e1ria e florestal, a conserva\u00e7\u00e3o dos remanescentes de vegeta\u00e7\u00e3o nativa, a recomposi\u00e7\u00e3o dos passivos e a inclus\u00e3o socioecon\u00f4mica da agricultura familiar, dos povos ind\u00edgenas e popula\u00e7\u00f5es tradicionais. It helps to strengthen and integrate institutions that work to prevent and combat deforestation and forest fires in the State and to consolidate the REDD+ system. It contributes to the strengthening of indigenous organizations in Mato Grosso, including the Federation of Indigenous Peoples of Mato Grosso (FEPOIMT), as an entity representing the 43 indigenous peoples of the state, which are home to more than 40 thousand people in their territories.<\/p>\n

Furthermore, it works to support projects that aim to strengthen the territorial and environmental management of indigenous lands, food security, income and health generation and the protagonism of indigenous women.<\/p>\n

Dentre as cadeias beneficiadas, est\u00e3o as do Cumbaru, Baba\u00e7u, Pequi, Castanha do Brasil, extrativismo de sementes florestais, fruticultura, palmito e apicultura, al\u00e9m da pecu\u00e1ria leiteira. Juntos, esses projetos beneficiam mais de 8 mil fam\u00edlias que est\u00e3o distribu\u00eddas em diferentes regi\u00f5es do Estado.<\/p>\n

    A Teoria da Mudan\u00e7a do Programa REM MT baseia-se na premissa de que a preserva\u00e7\u00e3o ambiental e o desenvolvimento econ\u00f4mico se fortalecem mutuamente. Para isso, o programa atua no fortalecimento da capacidade do Estado para o controle ambiental, na restaura\u00e7\u00e3o florestal e na moderniza\u00e7\u00e3o da Assist\u00eancia T\u00e9cnica e Extens\u00e3o Rural (ATER) voltada \u00e0 produ\u00e7\u00e3o de baixo carbono.<\/p>\n

    Paralelamente, incentiva a inclus\u00e3o socioprodutiva da agricultura familiar, o protagonismo das comunidades tradicionais e povos ind\u00edgenas e a valoriza\u00e7\u00e3o da sociobiodiversidade. Esse suporte prepara os produtores locais para atender \u00e0s exig\u00eancias de mercados globais que priorizam a sustentabilidade e o respeito \u00e0s normas ambientais.<\/p>\n
