Socio-environmental Safeguards REDD+

Decision number 16 adopted by the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 16-UNFCCC), held in Cancún in 2010, establishes that, when implementing REDD+ activities, countries that desire financial compensation must adopt REDD+ Safeguards

The main functions of REDD+ Safeguards are to reduce risks and negative impacts, as well as enhance positive impacts. They also aim to protect and promote the rights of the communities involved and preserve the functioning of ecosystems and social and economic benefits.

The seven Safeguards for REDD+ established by the Cancún Agreement are:

Actions complementary to or consistent with the objectives of national forestry programs and other relevant international conventions and agreements

Forest governance structures transparent and effective national laws, taking into account national sovereignty and national legislation

Respect for the knowledge and rights of indigenous peoples and members of local communities, taking into account relevant international obligations, national laws and the United Nations Declaration on the Rights of Indigenous Peoples

Full and effective participation of stakeholders, in particular, indigenous peoples and local communities

Actions consistent with the conservation of natural forests and biological diversity, ensuring that the actions referred to in paragraph 70 of decision 1/COP16 are not used for the conversion of natural forests, but rather to encourage the protection and conservation of natural forests and their ecosystem services , as well as to contribute to other social and environmental benefits.

Monitoring and reporting compliance with safeguards of the REM MT Program seeks to ensure that the actions implemented meet the Cancún safeguards, as well as the principles established in the article 3 of Law no. 9,878/2013, which creates the State REDD+ System in the State of Mato Grosso.
